Rosen has been extremely successful in her lobbying career, not only with success for her clients, but in the clients she has had the opportunity to represent. Rosen has had the opportunity to work with fantastic coalitions and share the victory in hard fought battles with her fellow lobbyists. In each instance, whether working on the same side or not, anyone would be hard pressed to find someone who felt Rosen was anything but tenacious for her client and hardworking. Rosen has been fortunate in her career to lobby a multitude of issues and topics.
While with Brandeberry-McKenna, Rosen lobbied all issues from Fortune 500 companies, to municipalities, to nonprofits to large associations such as the Colorado Trial Lawyers Association. Among her many legislative accomplishments a few stand out. Of note, she was the lead lobbyist representing the American Cancer Society and City & County of Denver for the successful passage of the Colorado Indoor Air Act which banned smoking in public buildings in Colorado. In 2014 Rosen was a lead in the team of lobbyists, who successfully secured $110 million for K12 education funding, above and beyond what had been requested in the Governor’s budget.
During the 2016 session Rosen successfully worked in very tight budget conditions with the Joint Budget Committee in leveraging over $6 million on going from Proposition BB dollars. This will go towards statewide substance abuse treatments to be distributed through Managed Service Organizations (MSO), of which her client is the largest MSO in the state. This same lobbying coalition during the 2017 session was able to not only hold the $6 million in the budget,but double the funding to $12 million. In 2016, again with bi-partisan support, Rosen passed “Debt Free Schools Act” which allows for local tax increases to raise funds for school districts outside of their mill levy override and without bonding. The outstanding accomplishment here is that Rosen passed a voter approved tax increase with a Republican controlled Senate.
